I think the lack of stability among England&#039;s top clubs is a factor, though. Arsenal, Tottenham, Chelsea and Liverpool have had major upheavals to deal with in the last year. Then you have Mancini, who  seemed intent upon fixing that which wasn&#039;t broken at City.

Having said all that, it shouldn&#039;t come as a surprise that the two best academy systems on the continent should eventually produce the two best leagues.]]></description>
